There are a number of things a First Class Petty Officer can do from the time he/she makes board to the deadline for correspondence submission. Chiefs are standing by ready to review your package. Here are a couple of tips that will help you prepare.
1. Order you CD from bupers online containing your service record.
2. Verify your CD against your service record for missing information i.e. qualifications, awards, evals etc.
3. Make sure you have the latest NAVADMIN to confirm the deadline for submission of correspondence and address to mail correspondence.
4. The Navy Correspondence Manual (SECNAVINST 5216.5) can be really helpful when drafting the letter to the board and also adding enclosures to the package.
5. Don't wait to the last minute to send in your package. Get your package in the mail as soon as possible. Also verify that your package has been received.
6. Verify your PSR and ESR through BUPERS Online for any missing evals.
7. Make sure evaluations dates are in chronological order.
8. Make sure submissions are legible if not be prepared to resubmit it to the board.
9. Rule of thumb: When sending correspondence if the board has it on file, do not send it again.
10. Personal awards and History assignments should be verified.
11. Keep Page 4 updated with current PQS and qualifications.
12. Check, Check, and Re-check for mistakes the selection board view your package and service record as your responsibility.
A binder with your evals, awards and or page 4 could come in handy when having a Chief review your package. In this binder you could have the following items:
- Awards
- Evals
- Letter to the board
- Page 4
- Letters of designations

No worries IT1, just make sure you review NAVADMIN 215/07. It covers how all correpondence in your package should be on plain white paper for readability and submitted under cover letter to the president to the board.

I noticed that on the NPC website there is a sample of what your cover letter should look like, but i was given a copy my Chiefs cover letter that he submitted and they are not the same. Even though he says just submit it in the format he has, i am a little concerned. I guess the question is should i just follow the sample letter format? And should my enclosures be in chronological order?

HM1 to avoid confusion go with sample format provided by the NPC website, use the naval correspondence manual to ensure format is correct. Continue to ask your Chief and many other Chiefs to look at your overall package and letter to the board.
Many eyes will discover items needing to be addressed and provide guidance on how to better shape your career. PO1s that seek to join the CPO rank putting your package together is an important time with the Chiefs. “Ask the Chief” Chiefs are about strengthening Sailors though professional guidance and mentorship. As for an enclosure the NAVADMIN doesn’t clearly say documents should be placed in chronological order however the letter to the board is naval correspondence in which is governed by SECNAVINST 5216.5 the Navy Correspondence manual. I would place them in chronological order starting with the most recent enclosure. See chapter 1-18 of the Navy correspondence manual on Enclosures, (a) Marking Enclosures (b) Numbering Pages of Enclosures and (c) Sending Enclosures Separately. Note: Active Duty correspondence must be postmarked no later than 16MAY08 as per NAVADMIN 215/07.

Good evening, I been preparing my CPO package for the board for a few months now. My chief reviewed the package and my CD for the first time and saw some item I was unaware of to be included on my package. I have a compass sheet where all my quals that was never included on my CD. The problem is this compass sheet is dated way back when i was still in my first command after i detached. I was going to send it but my chief stated that I should not since the date on it is past 5 years. After my first command I went on shore duty (no compass capable there), then to a sea duty (no compass capable there also). Now I'm on sea duty again but this time they have compass capable. My chief recommended as long as I have documentation, to re-input all the quals that is not on my CD eventhough from my previous commands. Once I re-inputted all my quals on this new compass this should be the one included on my compass not the one where it's been since way past 5 years. Also another question I have is, do the board review your SMART, ETJ and Navy E-learning transcript. I have plenty of course that is not on my CD under the NAVPERS 1070/604. I have more than 300 courses that is not included on my CD. But it's on my SMART, ETJ and Navy E-learning. I know that less paper to send on the board is better. Since it's plenty of courses to be included and endorse by my admin department. I took the initiative to type it myself. All my admin should just worry about is endorsing them and verifying all the documentation and proof. What do you recommend on solving this concern that was pointed out by my chief.

The selection board will reviw 5 years of information make sure it is legible and available to the board for review. This should not stop you from correcting other issues you will find in your service record. As you begin to put your package together be careful not to confuse the different task of correcting your service record and send everything in to the board. I noticed you stated there were a number of quals on your Compass sheet that were not on the CD, if this is the case review evals of concerned quals and see if quals were documented in block 43 & 44. If listed you do not have to submit items to the board. The question that needs to be answered is what is worthy of being sent to the selection board for review? Quals like basic DC, Petty Officer of the Watch, Officer of the Deck inport are common quals that are expected to be achieved. On the other hand quals like OOD underway, CSOOW, EOOW etc. are important to the board. Another example is you wouldn’t want to send all college transcripts to the board but if you have your degree the finish product then this is always a plus. Remember the selection board is looking to select leaders and in my opinion items being considered for submission should display leadership.

The selection board will review summary of assignments and awards from last five years of evals. If awards are listed in previous evals do not resend information to the board.

Hello, on the Navadmin it say to use a paper clip and on the General information page it says no paper clips,staples,etc.
what would you do?
Also last question PSD do not update PG 4's anymore everything is being input into NSIPS but the crazy thing is when your page 4 is updated thru NSIPS it is place with things that are already on your CD and there is no way to separate the new quals or classes, but most of this is on my evals so should I really worry about sending an updated PG4. thanks for your time

Send your package without the paperclips. When I gathered information for my package a Master Chiefs told me not to add paper clips to my package and the reason behind this was removing the paperclips slowed them down as they reviewed thousands of packages. Secondly if concerned items are in your evals avoid sending duplicate copies of information to the board.

about the page 4 thing....I went to PSD and I was told that they do not update the page 4's also. But when I got my CD it only showed stuff that was before my re-enlistment. The good thing is that everything awards, quals, etc, show up in NSIPS. I guess now I am just worried that I was still somehow supposed to get my page 4 updated and send them with my package since that is what I keep hearing. Can anyone give me a clear explanation of the page 4 thing?

The letter to the board/Cover sheet always go on top. In descending order list your strongest enclosure to your least strongest enclosure.

ITC, I read one of your previous replies that Officer of the Deck inport is expected. My situation is that I had the qualification as a 2nd class but it was never entered into my service record. It appears in block 29 but is not mentioned in block 43. Should I submit a page 4 or not worry about it? V/R NC1

ITC, first off, thanks for all of the good advice. So I gathered that we don't need to send paperclips...okay. Now when sending in a missing award do you include both the certificate and the citation? If so, should they both be listed under the same Enclosure and should that be listed as "ENCL (1) Missing NAM" Also, if your current eval has been rejected by BUPERS and you had intended on submitting a statement what should you do? Especially if you transferred from the command and received said eval on the same day of transfer during which the ship was getting underway for a six deployment and the statement to the CO and the BCNR couldn't have been processed. I know that's a lot right there but they consequently returned days before the packages are due. You advice is appreciated on how, or whether, that info should be relayed to the board. Thanks. No you do not have to submit the cert and the citation, send the certificate the board members will read accomplisments of yours. Secondly find out why your eval was rejected and move forward to have it corrected. I'm not sure why but it appears you will have to write a statement if your eval is with discrepancies. Lastly I would speak to personnel I'm sure they will ask you all the questions I was going to ask.

Question on NSIPS vs. CD. Is NSIPS the new standard for the board or do we need to ensure both NSIPS and our CD is up to date and contain all required information?
