The most important word in a sentence is the verb, the action word, the only word that can do something.  Weak writing relies on general verbs, which take extra wods to complete their meaning. When you write a general verb such as make or is, check to see if you can turn a nearby word into a verb.  Let your verbs do more work.

EXAMPLE #1
This directive is applicable to all personnel who make use of the system.

EXAMPLE #2
We will conduct an investigation into the matter before making a decision.
